Is that simply a blood DK tooltip fix? I can’t image viewing Blood’s damage against other tanks and thinking “that has to be nerfed.”
I’m certain that the developers aren’t playing the same game as the players.

I believe it just modifies the effect to be buff based, allowing weakauras and addons to better monitor procs.
